A  Teleconference  on  the   Creation   of   Convertable
    to National Languages Databanks on the Peoples Cultural
    The teleconference is conducted by the Armenian Regional
              Centre for Automated Data Exchange
                    (RCADE, Armenian SSR)
  1.A teleconference on the creation  of  a  convertible  to
national languages databanks on  the  cultural  heritage  of
peoples and nations is  suggested.  To  participate  in  the
teleconference   are   requested   organisations    assuming
responsibility for the creation of  such  a  bank  in  their
region, those who are already conducting this work, as  well
as subscribers interested in getting such information.
  2.The databank on the cultural heritage of the  nation  is
to contain a formal catalogue-like, but  rather  informative
description of  monuments  on  history,  architecture,  art,
literature and other cultural values of a nation or a region
providing the possibility of quest and  selection  that  the
consumer needs and exhaustive enough within the region where
the bank is formed.
  3.The bank of data on the cultural heritage of the  nation
as a catalogue of information on the  achievements  of  that
nation, refers the consumer to that heritage, illustrates it
integrally in the outer world, but does not  substitute  for
more detailed descriptions, or specialized  banks,  made  by
their owners, of similar groups of cultural monuments,  such
as  pictures,  manuscripts,   architectural   constructions,
songs, proverbs, etc.
  The catalogue just indicates the properties for  obtaining
a more detailed information, the index and the press-mark of
the information and the bank, if the latter is available.
  4.The suggested teleconference is  aimed  to  work  out  a
concerted algorithm for creating a  complex  of  convertable
databanks on the cultural heritage of nations  and  regions.
According to the elaborated algorithm there will  be  worked
out a full program provision for the formation of the  bank,
possibility of teleaccess to it automatized instruction  for
non-professional subscribers how to use it.
  5.The algorithm of the creation of databanks is to provide
the convertability of the information accumulated  in  them,
to the national languages of the countries,  participant  in
the elaboration. A complex of a databanks in  Armenian  with
converting to Russian, German and English languages will  be
elaborated experimentally in Armenian SSR.
  6.Elaborations must be conducted providing conditions  for
working out a universal algorithm of the creation of a  wide
class of convertable  and  integratable  international  data
banks for various purposes:  monuments,  production  output,
completed elaborations, etc.
  7.For the complete consideration of the demands of all the
users the obligatory participation  in  the  elaboration  of
both the subscribers forming the data banks  and  those  who
are mere information consumers is expedient.
  8.The catalogue-like description of the cultural monuments
is made  in  the  form  of  a  machine-oriented  information
passport with established types of indications  and  with  a
fixed  length  of  registers   of   every   indication   and
information passport. The passport can be only of a  machine
and without a documental lay-out.
  9.The  regulation  of  the  number  and   value   of   the
indications is conditioned by the demands enabling to convert
the bank to other languages  formally  simply,  without  any
syntactic and semantic processing.
  10.The regid regulation of the names  of  indications  and
the length ofregisters in the passport, where the  value  of
the indications is stated, provides an immediate  access  to
the data according to their place in the passport without  a
preliminary search by the key-words or press-marks.
  11.The machine-oriented  passport  of  the  catalogue-like
description of the  monuments  is  to  possess  4  types  of
indications:general data, record,descriptive and referring.
  12.The number of the general  identifying  indications  in
the passport is 15, including: the index of the monument - 8
bits, the name of the monument has 32 bits, the data on  the
author -16, those on the second one - 16, the number of  the
authors - 1, the data on the main source of information -62,
the second source of information  -  60,the  number  of  the
sources - 2, the time of the creation -  8,  the  area  code
according to the international classificator  -3  bits,  the
name of the populated area -16 bits, the post-index  of  the
iocality according to the pressmark of the owner's country -6
bits, if the monument is a part of a complex or  of  another
monument, its index is to be marked - in  the  present  data
bank - 8 bits, the number of the monuments in the  complex-2
bits, the state of preservation - 1 bit.
  13.There  are  5   record   indications,   including   the
abbreviated name of the owner's organization - 16 bits,  the
abbreviated name of his department - 16, the address of  the
owner's organization -24 bits, the inventory number  in  the
owner's organization - 8 bits, the  price  in  the  currency
note of the owner's country - 8 bits.
  14.There   are   8   descriptive   indications   in    the
passport,among them: the type of the monument - 3 bits,  the
state - 2, the size in centimentres of the length, width and
height - 3 bits  each,  9  altogether,  style  -3,genre  -3,
material -3, technique -3, belonging to the nation according
to the local classifier -4, national scool -16.
  15.There are two indications referring the consumer to the
bank of primary  data,  including:  the  press-mark  of  the
primary data bank -4 bits, the index of the monument in that
bank -8 bits.
  16.The information of the convertable bank is kept in  the
form of a formal description of the data,  which  is  common
for all the participants of the elaboration; it is  achieved
by using the codes  of  international  classifiers,  writing
proper names and names in latin letters  and  forming  local
  17.Each participant of the elaboration, with the formation
of his own bank, establishes a code and his own term for the
nation that should  be  classified.  His  analogues  in  the
languages of elaboration participants are  the  last  to  be
established. In case of objections, the term  is  made  more
precise during the teleconference. Thus the creation of data
banks can be taked up without  working  out  complete  local
classifiers; this prevents also the presence of "dead"codes,
which are out of use. Thus by means of the  codes  of  local
classifiers  the  convertability  of  those  indications  is
  18.For decoding the proper names  each  subscriber  is  to
have a dictionary of accord of the national language to  the
letters (succesion of letters) of the latin alphabet.
  19.The  cooperation  between  the  consumers  is  realized
within the existing juridical norms which can be  made  more
precise during the elaboration and exploitation of the  data
  20.The  organizers  of  the  teleconference  ask  all  the
organizations concerned  to  address  them  with  questions,
comments and motions which arise when acquainting  with  the
text and, on the whole, with the problems, touched  upon  in
the teleconference.
