GRAPHICAL MODELLING OF HUMAN FEATURES

Personnel policy forming and realization approximates to research work, that's why they should have certain methods. We propose a method for graphical modelling of personnel estimation, selection and placing. Methods of the inquest of the collectives' members and processing of the estimation results of leaders (their business, political and human features) are developed.

The triad diagrams - integrated portrait images of collectives'features, of their leading authorities and of the leaders themselves-are the basis of these methods. Portrait image is a curve of features distribution, built according to the number of collected voices by the results of the collective's sociological inquest, imitating the process of democratic elections.

Collective's members get the list, including definite sets of business, human and political features. According to this list each member of the collective writes on the corresponding line of the list the surname and initials of the person who, to his mind, posseses this feature to the highest degree. Then the data are processed by a personal graphical computer, and eighter on display or on a printer we have a portrait image of the collective in different shapes, depending on the solving problems. The abscissa reflects the independent variable-features number(criteria) and the ordinate reflects the number of collected voices according to each criterion.

If the list of the features is formed correctly, i.e. meets the demands of the problems for which the collective is formed, then the received collective's portrait - the voices distribution diagram, is characterized by the form, which is close to normal distribution function.

For the given collective we can build a standard curve of normal distribution and then compare it with the real portrait image to study such features of the collective as organization, effectiveness, quality, stability, interests and demands and also its structure and ties. When collective's image and curve of voices distribution are jointly reflected, we secure graphic comparison of their relations taken as a whole.

For the effectiveness and collective's quality assessments according to portrait images we propose the following system of indices:

U-ratio of the area of a treangular with sides equal to the number of voices correspondingly and the number of features to the area of draft, limited by the curve of normal distribution (to compare the standard and actual collective states we calculate * U = Uf/Us).

The greater is the value of U, the greater is the collective's ability to solve problems;

L-is the lenght of voices distribution curve (the smaller is L, the more similar is the collective, when the value of U is constant );

S-is the mean quadratic deviation of actual distribution from the standard one. It shows the degree of approximation of the collective's state to normal one (Standard);

V-is the generalized index, defining the level of collective's adequacy and organization, variation of a number of voices with the mean arithmetic x and the mean quadratic deviation (V=S/X. 100%). Its value is used to compare a number of voices distribution curves from the point of viev of their dispersion about the mean arithmetic (from collected voices);

Y-is the magnitude, characterizing compliance degree of a leading organ with its collective (Y = Up/U).

Dynamic characteristics are the greatest (from the triad of business, human and poitical )for human features, which are developed and strengthened at the early age. Their forming requires comparatively large expenditures of the society (financial, intellectual, moral- psychological and others). The decisive factor, to our mind, in renewing of personnel policy is the creation of human features and then the selection of personnel which have the whole complex of demanded human features, and forming the demanded political and business features according to an individual program. Human features in this case are the basis and political and business ones - the superstructure.

The author investigates collectives' productive and creative work. These collectives are people from various territories, with different upbringing, character, culture, and at last with different level of intellect and education.

A mechanism of animal spirit effect understanding is considered, which increases different people's individual productivity and provides collective's productive power with new quality. This mechanism has its graphical interpretation. The higher is the society's productive forces growth, the closer is the distribution curve of society's qualities on image model to normal distribution. The normal distribution curve corresponds to the ideal state, which provides conditions for harmonic and free developmen of human features for all members of the society.

The society's development history is the history of change of controlled subject functions. These functions are gradually transfered to the object of control. The object and subject of control become united (their interests and demands don't contradict each other). The society is further developed according to the so-called self-control principles. The society's relations with nature become harmonic.

Human beings images are individual because their abilities are different and depend highly on their psychological characteristics. By means of such indicators we can find quality development of dynamic characteristics (measures for speed and acceleration) of a human being, collect definite statistics and find variations of maximum values of characteristics, investigate the development reqularities of human, political and business features in their dialectical unity. We must consider a human being as a subject (self-developing) and as an object.

We propose two methods of human features modelling. The first method (direct)-according to portrait projections of human, political and business features we form a generalized, multidimensional leader's image.

The second method (inverse)-according to the standard (required) generalized image we build projections of portrait models on the planes of human, business and political features. By means of these planes imitational designing of society "portraits", creative scientific collectives, parties, organizations, ministries, departments structures becomes possible. We can find ways of harmonious development for social groups strata, nations, peoples, graphically check up society social-economic development, progress and change in human and family nature.

The proposed approach is grounded by dialectics principles and satisfies the demands of system methodology of scientific cognition.

The method for forming different models of organization structure according to received collectives images is proposed by the author. If we range collective's leaders in accordance with the number of voices they got, we can get different forms of curves by means of which it's easy to form leading organ (control subject) organizational structures versions.

For example, in the case of hyperbola, reflecting general features of hierarchical systems, it's expedient to choose the tree - like organizational structure. The leaders are distributed along the nods of the structure model - an oriented multilevel graph (net) so that the total of voices on every level of the net could be as constant as possible. Then we shall have the relations between numbers of leaders for every next level-1:p:p and so on, where p-is the number of leaders on the second level. We propose to make a multiversion optimization of control system organization structure to design the given standard curves of collective efficiency quality forming distribution.

The analysis of gender and age influence upon collectives made by the author by means of distribution quality images has allowed to find the tendencies of collectives growth and ties between qualitative and quantative measures. Dialectics of their ties determines organization's optimal hierarchical structure.

Taking it into consideration we describe a new method of defining political and ideological activities efficiency on the basis of optimal quality distribution. This method is based on the principles of collectives self-estimation when we have democratic procedures, self-control and self-education.

The accelerated development of one part of the system-social and economic relations of society-can't continue for a long period of time. The integrity and stability of developing system in this case will be determined by its weakest part. Feature models graphical indicators, as these parts feedback adjusting tools, provide the possibility of their interaction. The use of personal graphic computers and the methods of leader's features assessment gives the new opportunities to staff departments of all levels. It becomes real to realize on practice the program of establishing the State Information Staff Service and carrying out the scientifically based personnel policy by means of the accumulated data banks with the information on leaders and computer telecommunication networks as well. Any enterprise and orgazation will accumulate unified graphic portraits with textual explanations and comments, easy for microfilming, processing, analyses, storage and transfering.
